The protagonist Silas uses the remnants of the former Inquisitor's identity and system to establish an intelligence station in the lower lair. By accurately selling intelligence, he dealt with federal dignitaries, rebels and underground gangs. In the mid-term, intelligence was used to trigger internal strife among major forces, and he reaped the benefits, gradually uncovering the truth about how he was framed five years ago. In the later period, underground forces were integrated to counterattack the Federation and reshape the judicial order.
