In the near future of 2026, Binhai City's "Unfinished Files Management Bureau" specializes in receiving unfinished cases that have been closed by the police, but the families of the victims firmly believe that there is a hidden secret, and "unexplained fragments" are left at the scene. There are only three people in the bureau, and all cases will never be filed until the truth is revealed.
Each case is independent and closed, but all point to the "Marina Harbor Cruise Ship Bombing" 10 years ago. All victims/suspects are related to the seven mysterious witnesses of the case; the seven witnesses are still alive and dead, leaving only an encrypted last word: "They did not disappear, they just lived in a time that they should not live."
