So he keeps traveling through Kamen Rider worlds, using monsters as nourishment and Rider Belts as vessels to forge himself into the Super-Ultimate Divine Dragon Sword King!

Watching that exalted, golden figure, present everywhere and capable of anything, the Kamen Riders are all left reeling.
Ryuki: “Senpai Kenji protected what I couldn’t. He became the kind of person I always imagined.”
Odin: “Why do you surpass even me, with all three cards combined, when you don’t even have a Survive Card?”
Kuuga: “So Gurongi can be hunted down by someone else, instead of doing the hunting themselves!?”
Decade: “What do you mean, ‘a Kamen Rider just passing through’? Can somebody do something about this guy? He keeps stealing my lines!!”
Ohma Zi-O: “People call me the King of Supreme Benevolence, Virtue, Power, and Strength. So why do I feel like I’ve been living in Narukami Kenji’s shadow this whole time?”
“Get stronger, everyone.” Narukami Kenji looked down from the summit of the myriad worlds. “Only then can my stats stay above yours forever.”
Thus begins the path of using the myriad worlds as a furnace to forge the Super-Ultimate Divine Dragon Sword King.
