In 1995, Zhao Mingyuan, who ranked second in the county's civil service examination, was assigned to the most remote town of Shengsheng.
On the first day of reporting, he encountered a dispute with his leaders. On the second day, he was assigned to work as a resident cadre in Niujiaoshan Village, which has no access to roads. That night, under the dim kerosene lamp, he wrote a letter of resignation. The next day, he crushed it up and wrote four words in his notebook: road construction plan.
Starting from leading the villagers to build roads out of the mountains and rectifying polluting enterprises, Zhao Mingyuan embarked on a road destined to be difficult. In the past twenty years, from mountain villages to county towns, from cities to provincial capitals, he has experienced the suffering of being on the bench and also withstood the pressure of being at the forefront.
