The protagonist Rosie Kaka is the adopted son of Sengoku. Sengoku adopted Rosie Kaka, a failed experiment of the World Government, codenamed "Chameleon", and raised him. After Akainu became marshal, Rosie Kaka was secretly sent to the Revolutionary Army as an undercover agent.
