The story takes place in the world of Kyushu where governance is the foundation of spiritual practice. The protagonist Fu Shihan, a former county magistrate who was disheartened by official failure, unexpectedly awakened the "Eye of Cause and Effect" at the age of forty-five. He can see the inextricable causal connections among all things, but he is also burdened with the curse that if he changes the cause and effect without authorization, he will suffer backlash. He was forced to embark on the path of immortality, starting from a small town on the border of Jizhou where spiritual energy was withered and order was broken. He used his ability to discern cause and effect and his past political experience to try to restore the "reason" of a place. In the process of practicing "Taixu Lian Sha Lu" and condensing the Heart Lotus, he got acquainted with monks and fellow mortals who upheld different governance concepts, and also faced the counterattack of vested interest groups triggered by the governance changes.
