The Qing Dynasty’s Stipend

Before dawn, a blue sedan chair had already swayed past the mouth of the alley. Inside, a Hanlin Academy compiler clutched a paper parcel, the sesame-crusted pastry inside still warm. When he was set down beneath the gates of the Forbidden City, three or five officials were gathered nearby, sharing stir-fried liver brought from Dashilan. Meat pies with a door-nail shape: this was how a day began for officials in the capital.

Life was quite different for a prefect posted to the provinces. He held court and heard cases at five in the morning. After court, his secretary would bring in a food box: Nanjing salted duck, glistening with its reddish marinade, and Yangzhou crab-stuffed lion's head meatballs bubbling in a casserole. As night fell, steam from a mutton hot pot drifted through the reception hall in the rear compound. The aides gathered around the copper pot, laughing and chatting as they cooked slices of lamb from Suiyuan.

The most down-to-earth of them all was the seventh-rank county magistrate. Before sunrise, he ate millet porridge with pickled cucumbers. At noon, he had stir-fried cabbage with vinegar and a baked flatbread. Yet he still had to listen as the runners reported the latest street-food news: whose family had brewed plum wine, which restaurant had added eight-treasure gourd duck to its menu. Caught between the governor’s banquets above and the scents wafting from kitchen stoves below, he slowly came to understand the true flavor of official life: governing a country is like cooking a delicate dish. Get the heat just right, and the flavors will linger.
