In this world, people with supernatural abilities make up one in every five thousand. They live hidden among ordinary people, bound by a secret pact signed in 1987: the “Iceberg Treaty.” It states that no one with supernatural abilities may reveal their powers to ordinary people. Violators will be “eliminated” or “contained” by the official supernatural organizations of their respective countries.
The official organization Candle Dragon is responsible for enforcing the Iceberg Treaty. Beyond the country's borders, organizations such as the “Sanctuary,” the “Blood Pact,” and “Nibelungen” watch with predatory interest. Above all these forces looms an even older shadow: the Sequence Ones who existed before World War II. They long ago vanished into the depths of history, waiting for the right moment.
