During the Qianlong period, western Liaoning suffered from severe drought, locust plagues, epidemics, flash floods, banditry, and oppression by officials and merchants. The white fox Hu Qingyao lived in seclusion in Wulu Mountain for three hundred years. Seeing the suffering in the world, she gave up the chance of ascension and entered the world to save people. She is not greedy for incense or fame, but protects the people with herbal medicine, wisdom and virtue, quells plagues, mediates disputes between Mongolia and Han, punishes profiteers, provides disaster relief and comforts the people, and educates people. In the end, she rose from the mountains and wild foxes to be worshiped by the people as the protector and righteous god of western Liaoning, leaving behind a century-old folklore.
