At 8 a.m. on June 21, 2016, a man surnamed Ma was out for his morning run when he found a floating body in the shallow waters of the Hongqu River. A police investigation later identified the deceased as Fu Niancuo, the former deputy county magistrate of Qingye County, aged 72. He had died from a single fatal blow to the back of the head with a blunt object.
