Set during the Kangxi reign of the Qing dynasty, the story begins with newly appointed jinshi Peng Peng serving as magistrate of Sanhe County. After he arrests Wu Wenhua, the steward of the imperial granary, he is impeached and stripped of office. White Horse Li Qihou, a local hero in Sanhe, raises money for Peng, and by chance meets Huang Santai. Ji Quan uses his escort business as collateral to lend money and help Peng regain his post, earning the enmity of Dou Erdun, chief of the Chain Gang stronghold. During a martial arts contest at the Li family inn, Huang Santai knocks Dou Erdun down with a headbutt, and Peng Peng is reinstated.
Huang Santai's Red Gate escort agency defeats a ferocious tiger and saves the emperor, earning him a yellow jacket. Yang Xiangwu steals the Nine-Dragon Jade Cup from the Imperial Garden of Everlasting Spring. Huang Santai gathers heroes for a grand meeting and causes a ruckus at the Green Hero Manor.
