The year 2000 was an era of rapid economic growth, lagging regulation, and unchecked growth of criminal gangs. With violence as their foundation, the gangs made their fortunes through market monopolies, vice and drugs, and laundering their money through gray-market businesses. Ordinary people suffered terribly. Against this backdrop, Zhou Tao, an honest young worker at a toy factory, is accidentally drawn into a gang war.
From then on, Longguo loses an insignificant ordinary man and gains a godfather of the police force known as the Night Watchman.
