Caesar, a military strategist who traveled from ancient Rome, started from scratch in a world of swords and magic with his strategy, political skills and engineering that transcended the times. He used the "Roman Legion" phalanx to fight against the orcs' charge, used the public health system to disrupt the undead natural disasters, and used the Civil Rights Act to divide the aristocratic alliance. What he wants to build is not an empire, but a "universal civilization" that spans races and beliefs.
