It is not a spy agency that descended out of thin air, but the dark side that grew out of the devastation of the empire after the defeat of the Northern Territory. Black robes, python scales, steel armor and horizontal swords, those figures that stirred up a chilling atmosphere among the government and the public, are actually the scabs formed by the most painful scars of the empire.
The author did not write Xiulingsi as a simple "running dog of the imperial power". Underneath the mysterious black robe and the fine steel and soft armor, there are living people. They weave intelligence networks, eliminate spies, and supervise officials. They perform cold duties every time they take action; but they will also struggle to retain a trace of their own warmth under this cold scale armor.
This is the real good historical strategy - not to stuff the characters into the shell of the setting, but to let the cold system and the glimmer of humanity tear apart in the same body. The stronger the chilling aura of Xiu Linsi, the brighter the struggling and beating humanity becomes.
