When every Kamen Rider villain from the Heisei and Reiwa eras comes back to life across the globe overnight, and some humans mysteriously awaken as Riders without knowing where to go, Blue Star plunges into an era of unprecedented chaos.
The official agency, the Special Countermeasures Bureau (KAD), is hastily formed in an attempt to control the forces of order and power. The resurrected villains gather in the shadows, plotting to overturn the world. Meanwhile, a newly opened shop called Alleyway Odd Jobs quietly begins operating on an unremarkable old street at the edge of the city.
The owner, Ling, seems laid-back and easygoing, but his true identity is that of a supreme being who returned at the invitation of Blue Star's consciousness. He makes a pact with the planet: he will train native Riders rather than step in personally to clear the field. So when a bewildered rookie Rider is cornered, the one who descends is often a black Rider with dark crimson tattered wings: **Kamen Rider Ark**.
He never ends a fight lightly. Instead, he coolly points out every mistake you've made, then... starts a special kind of "tutoring session."
"Your fighting lacks the warmth of a dream." From a passionate CEO in another universe (projection).
"Roaring doesn't make you strong. Control your power!" From a genius physicist and his best partner (projection).
"Doctor, you have to heal yourself first." From the legendary genius gamer M (projection).
With the help of four distinctive male employees, MetsubouJinrai, Naki, Jin, and Ikazuchi, Ling runs the odd-jobs shop, handles all kinds of bizarre requests, watches the struggle between KAD and the public, and guides the "seeds" he has chosen.
He's just a laid-back manager running a small office
