In order to break the deadlock between immortals and Buddhas and rectify the bloated heaven, the Jade Emperor implemented a "quantitative merit assessment system"; the practice, work, and merits of all immortals were digitized and linked to promotion, resources, and life span; the "Western Scripture Learning Project" was packaged as a "Buddhist and Taoist joint KPI pilot project", where all forces competed. Taibaijinxing Li Changgeng, a veteran peacemaker in Heaven, was appointed as the "Special Performance Observer for Learning Experiences". He was armed with a performance observation mirror and a merit record book, and was responsible for recording the performance data throughout the process of learning lessons. He gradually changed from a system defender to a questioner, and ultimately promoted reforms.
