Everyone Has Stats, but I Have Mechanics

In a world of fantastical powers, every person is born with a concrete numerical status panel. Strength, speed, and intelligence are all measured on clear scales, and those numbers determine one's place in society and one's future. The protagonist, Bai Ling, is an exception to these rules. He has no impressive stat bonuses, but awakens a one-of-a-kind ability called "Mechanism Control": he can reflect any attack and perfectly copy every skill he reflects. When a top-ranked prodigy unleashes a blast of fire at him, the instant the flames rebound, Bai Ling has already added pyrokinesis to his arsenal. While others strain to raise their stats, Bai Ling uses his enemies' skills as stepping-stones, continually unlocking new abilities in urban battles between wielders of fantastical powers and gradually building a skill library of his own. As the skills he reflects grow ever stronger, a truth hidden behind the numerical system slowly emerges: the rules of this world are nothing less than a vast hunt targeting those who possess special abilities.
