Zhang Keming was first promoted to deputy branch president and deputy general manager of the branch's corporate department, and then promoted all the way to the president of the provincial bank; Guo Tiejun followed and gradually grew into the vice president and president of the branch; Xiao Guangyang was well-behaved and conscientious, and gradually grew into the deputy section chief of the branch, seconded to the branch as the review manager, and was later admitted to the credit management department of the provincial bank to be responsible for the review of non-performing loans. However, there were many bumps in the promotion.
In the early 1990s, with the restructuring of enterprises, the development of the private sector and the real estate economy, and in the melting pot of finance, the outlook on life and behavior of several people changed: Guo Tiejun illegally released loan collateral, which led to an increase in the loan risk coefficient; and during the real estate downturn, he committed fraud and illegally provided additional real estate development loans to Heyang Tianzhu Real Estate Development Company, causing losses. Although he luckily escaped legal sanctions, he eventually became mentally ill; he was later transferred to Nanjing. Jia Sanpo, who served as the deputy president of Ping Branch and later the president of Binhe Branch, made false operations in the deposit certificate pledge loan for Liu Guangzhou Enterprise, resulting in heavy losses and eventually went astray; Zhang Keming abused his power, accepted bribes, and failed to manage the people and affairs around him during the approval of enterprise loans, especially the loan approval for Zhuquan Paper of Beichang Branch, and was dismissed from his post for investigation before retirement; Xiao Guangyang insisted on handling business in accordance with the law and was finally able to retire...
