In 1948, the Kuomintang and the Communist Party reached a decisive battle, and the economy of the Kuomintang-controlled areas collapsed. Fang Meng Ao (played by Liu Ye), an underground member of the Chinese Communist Party who was lurking within the Nationalist Government and served as a colonel in the Air Force, was ordered by Chiang Ching-kuo to thoroughly investigate the corruption case of the Peking Civilian Conference and the Peking Branch of the Central Bank. The president of the Peking Branch was his father Fang Buting (played by Wang Qingxiang). Chiang Ching-kuo's "Peacock Flying Southeast" operation ordered He Qicang (played by Jiao Huang) and Fang Buting to carry out currency reform with the purpose of plundering gold, silver and foreign exchange from the people.
