Uniting with Sun Ce to develop Jiangdong means guarding Sun Ce and being a guard dog. There is Yuan Shao and Cao Cao in the front, Sun Ce in the back, and the Pacific Ocean is to the east. How can you defend Xuzhou and take the lead? You might as well just give Liu Bei the AK47. Even 98K may not be able to defend Xuzhou.
