Setting: In the 2020s, along the border of a Southeast Asian country, the electronic fraud industry has grown into a large-scale, militarized criminal network. Border cities such as the fictional “Meisha Bay” have become gray zones where foreign gangs, fugitives, intelligence operatives, and criminal organizations converge. The law is as fragile as thin ice, ready to shatter at the slightest touch.
Key location: At the center is the fictional “Golden Scale Complex.” Ostensibly a “multinational technology incubator,” it is in fact Southeast Asia’s largest combined telecom fraud and online gambling hub, jointly controlled by local warlords, Chinese gangs, and foreign capital. Behind it lie connections to politicians and intelligence networks in multiple countries.
Power players:
The Green Dragon Society: A Chinese gang that originated in Chaoshan and took root in Myanmar. It controls labor trafficking to the fraud compounds and the management of “pigs,” its victims. It is ruthless and lives by the creed “Blood pacts make the rules.”
The White Elephant Group: A Thai power that controls logistics, border smuggling, and money-laundering routes, with close ties to the military. Its leader, “Lord Elephant,” is sinister and skilled at psychological manipulation.
The Shadow Serpent Organization: A transnational criminal network of international mercenaries and hackers, specializing in cyberattacks, data extortion, and dark web deals. Its members are mostly wanted IT geniuses and former special forces soldiers.
The Red Scorpion Alliance: An alliance of Eastern European and Russian gangs responsible for violent debt collection and “settling accounts.” Its operations are as precise as a scalpel, and its creed is “Debts must be repaid, blood answered with blood.”
The Phantom Bureau: An overseas intelligence branch of a major power. On the surface, it fights electronic fraud, but in reality, it uses the compounds to collect foreign citizens’ data and manipulate public opinion and financial turmoil.
