Background: In the 2020s, in the border area of a Southeast Asian country, the electronic fraud industry has formed a large-scale, militarized, and group-based black industry chain. Border cities such as "Meisha Bay" have become gray special zones where gangs, fugitives, intelligence officers and criminal groups from various countries intersect. The law here is like thin ice and can break at the touch of a finger.
Core location: Centered on the fictional "Golden Scale Park", which is nominally a "transnational technology incubation center", but is actually the largest telecommunications fraud and online gambling complex in Southeast Asia. It is jointly controlled by local warlords, Chinese gangs and overseas capital, and involves politicians and intelligence networks from many countries.
Power structure:
Qinglonghui: A Chinese gang that originated in Chaoshan and took root in Myanmar. It controls the human transportation and "pig piglet" management of the electronic fraud park. It uses ruthless methods and believes in "blood contracts and rules."
White Elephant Group: A local force in Thailand that controls logistics, border smuggling and money laundering channels. It has close relations with the military. The leader "Elephant Master" is a cunning man and is good at using psychological manipulation.
Shadow Snake Organization: A transnational criminal network composed of international mercenaries and hackers, specializing in technical attacks, data extortion and dark web transactions. Most of its members are wanted IT geniuses and retired special forces.
Red Scorpion Alliance: composed of Eastern European and Russian gangs, responsible for violent recycling and "account settlement operations". Their actions are as precise as scalpels. Their creed is "debts must be paid, and blood must be repaid."
Ghost Bureau: The overseas intelligence branch of a major country, on the surface it cracks down on electronic fraud, but in fact it uses the park to collect data on citizens of other countries to control public opinion and financial instability.
