At the Underworld's year-end performance review, middle managers deliver their annual reports. The Black and White Impermanence and the Ox-Head and Horse-Face guards strive to hit their targets. After Ox-Head, Horse-Face, and Black Impermanence are beaten to tears, the Underworld faces a process of reform, with one farcical clash after another along the way.
