Belial, the former Lord of Sloth among the Seven Deadly Sins, was conceived together with Ultraman Legend by the original will of the Ultraman Universe. Afterward, Noah found him and brought him back to the ruins to sleep. Later, his fall from grace as a primal sin caused him to disintegrate, and the lost part of his essence became a new individual: Belial.
Belial, the new Lord of Sloth, former other half of Sloth, Belial's twin younger brother, ruler of the 72 Demon Gods, and the power behind the Infernal Flame Valley: the first “Satan.” He enters the Ultraman Universe in human form, picks up the Black Belial who blew himself up with the Hyper Space-Time Bomb from the start, revives the “part” of his older brother that was separated from him, gathers the scattered powers of Sloth, and secretly rescues his brother.

The Ultramen gather.
Zero: “Hey, Geed, come sit with us?”
Belial: “Kid, by the family tree, you should call Geed ‘Uncle’!”
Old enemies meet, and they're still at each other's throats. Zero refuses. “I'm not listening to you. I'll call him Geed, Geed, Geed, Geed!”
Belial narrows his eyes. Rather than argue with the brat, he reaches out to hold Riku back, points in the opposite direction, and says, “Go on, Geed. Sit at Ultraman Legend's table!”
