The "Phantom Pirates" are not traditional time-travelers, but conceptual entities that have been embodied in the present world after the "Tsukuyomi Stone" absorbed mankind's collective despair against the "unjust order" during the one-hundred-year blank period. They were born in the "vortex of despair" in the windless zone, and all of them came as "martyrs erased from history". Their goal is to destroy the old order represented by the world government and based on lies and oppression. Their existence itself is the ultimate judgment on world history.
