Yang Dezhi was born in Qingdao. He went to Taiwan from Qingdao in 1948. In 1950, he transferred to a third country and returned to Qingdao as an undercover agent. He was codenamed Eagle. However, his Qingdao contact was shot dead by the Qingdao police and he remained as an idler until 1966. He was an official power plant technician and was contacted by Taiwan. He began to collect economic intelligence in Qingdao and Shandong areas. Until he was arrested by the Chinese public security in 1992, he had developed more than 40 spies in Qingdao, including his distant relatives and childhood classmates. He was later exchanged back to Taiwan in 1998. Taiwan was not allowed to return to Taiwan due to his special status, and he eventually died in Hong Kong.
