“On my balance sheet, a Four Emperor and a pencil are fundamentally the same: both are resources to be evaluated.”
After transmigrating to the world of One Piece, Karl Riegel gained neither Haki nor a Devil Fruit. All he brought with him was a head full of KPIs, flowcharts, and performance reviews. Fleet Admiral Sengoku overruled the objections and hired him as a commodore, tasking him with implementing an unprecedented “Marine Performance Reform.”
From then on, the Marines’ style changed completely:
· Akainu wipes out a pirate fleet with a full-power attack, then receives an “E-Rated Mission Assessment and a 2.7 Billion Berry Fine.” The reason: Excessive force, environmental damage, terrible cost-effectiveness.
· Kizaru “drives off” a Supernova in three seconds and earns an A rating. The review reads: “Achieved the strategic objective at minimal cost. Exemplary.”
· Smoker goes all out on the front lines, as his wristband flashes a real-time alert: [Warning! 12% excess stamina expenditure. This operation has a negative return!]
· Garp looks at his completely docked wages and falls into thought: “Does it really cost that much to smash an island?”
As cold numbers begin measuring the value of “justice,” and rules try to restrain every powerful figure, the entire Marines and even the World Government tremble. But this is only the beginning. Karl Riegel has already turned his attention to the lawless Shichibukai, and... the Four Emperors beyond them.
This is an unconventional conquest that replaces swords with spreadsheets and rebuilds order through rules. When a “human rules System” descends upon the world of One Piece, he will redefine what it means to be the strongest.
