In this world, the "Correction Bureau" under the United Nations uses a time machine to constantly fine-tune past events to optimize present society (such as erasing Hitler and preventing Chernobyl). The memory of all mankind will be automatically updated accordingly, without any sense of violation.
However, the protagonist Shen Shen accidentally cut off synchronization with the "Global Memory Cloud" due to a piece of shrapnel implanted in his brain that was not removed.
