In the 1960s, in order to reduce the harm of sandstorms, the Party Central Committee and the State Council designated the Ministry of Forestry to take the lead and cooperate with Hebei Province to establish a mechanical forest farm on Saihanba in the plateau desert to prevent wind and sand and store water. The first generation of tree planters, such as Feng Cheng and Qin Xuemei, came to the dam and built vast tracts of forest on the desert. This was a great initiative for mankind to transform nature.
