[Farming + Frontier Army + Development + Political Intrigue + War + No System]
What do you do when the frontier army isn't paid?
Asking online. It's urgent.
Shen Yan thought it over and decided to take matters into his own hands:
No food? Grow it. No money? Mine for it. No soldiers? Recruit refugees and train them.
A few years later
The imperial court: "I hear your shabby city is pretty wealthy?"
Shen Yan: "It's all right. We're self-sufficient."
The imperial court: "Great, then send some support to the treasury!"
Shen Yan: "???"
