Beneath the surface of the real world are countless "Sub-world Systems," generated by the "Main System" to sustain the functioning of their worlds. Yet these Systems are not flawless. Bugs, virus intrusions, plot collapses, broken chains of core logic... Any deviation can plunge a sub-world into chaos or even erase it entirely.
The [System Strategy Management Bureau] came into being in response. It is a vast organization independent of all worlds, whose members are known as "Strategists." Their mission is to enter these precarious sub-worlds, disguise themselves as natives, find the "root cause," and guide the world back on track with the least possible intervention.
There is no single hero here, only individuals who shine through each mission.
