In March 1940, the Wang puppet government was established. The Japanese invaders were hunting down the anti-Japanese comrades in Shanghai. The Wang puppet established a "Special Operations Division" headed by Bi Zhongliang, a former Kuomintang officer, to help them. The person who keeps on staying beside Bi Zhongliang, codename "Ma Que Sparrow" is the CCP member Chen Shen, since he has temporarily lost contact with his organization. In a dangerous situation where tigers and wolves are watching, Chen Shen firmly believed and risked his life to rescue the "prime minister" and anti-Japanese comrades on the line.
