In Qingdao in 1931, Haiya, a fisherman's daughter, broke into the dock of Sato, the owner of a foreign trade company, to save her father who was detained by the Japanese army. She met patriotic businessman Shen Zeyuan by chance, and Shen Zeyuan helped her save her father, but found Sato hoarding arms at the dock. The two team up to sabotage arms transportation, and Haiya also grows from a fishing village girl to a patriot.
