Core settings
Nature of the organization: On the surface, it is the world's leading logistics group "Global Express", but in fact it is an illegal punishment agency established by a secret agreement between several major powers after World War II. It is independent of all intelligence systems and reports directly to a secret international committee.
Operational model: Countries (or committee members) can submit "national cancer" targets that cannot be sanctioned by law in the form of "orders." The committee conducts cross-examination and background investigations to ensure that the target fully complies with the "four no-kill" principles, and then generates a "courier order" that will be executed by the company's "couriers" (killers).
"Couriers": They are all top elites who voluntarily joined, each with a tragic past or firm beliefs. They are not fighting for money, but for "order" and "justice." After completing the task, a "delivery note" with the company's logo will be left on site as a warning to similar people.
Four major tenets (four no-kills):
Those who are not traitors will not be killed: the target must seriously harm national and global interests.
Those who are not extremely evil will not be killed: the target must have committed heinous crimes against humanity, massacre, terrorism, etc.
Don't kill those who are not extremely corrupt: The target must be a corrupt person whose amount of corruption is huge enough to shake the country's foundation and make the people's livelihood difficult.
Those who do not want to dominate the people will not be killed: the targets must be careerists who attempt to establish a dictatorship, trample on democracy, and enslave the people.
