Reborn in Hokage: Building a Republic

[Anime Derivative] [Card-Draw Gacha] [Unifying the Hokage World]…Please don't roast the title, everyone. I'll change it later. I'm just putting it out there for now.

The protagonist isn't a bleeding heart. He recruits talent to unite the Five Great Nations and stand together against the Ōtsutsuki Clan.

Before his death, Lin Su was a hardcore card collector from Blue Star. He owned the only limited-edition card-drawing device in the world. Then a car accident killed him, and he transmigrated to the world of Hokage.

After transmigrating to the world of Hokage, Lin Su awakened a Card System, but became a pawn that Danzo was determined to eliminate. He endured for years, teaching and nurturing talent while gathering evidence of crimes, only to hear the Third Hokage say, "The greater good must come first."

When Danzo once again threatened the orphanage, and the Hokage still chose to smooth things over, Lin Su smiled. He tore off his Konoha forehead protector in front of everyone. Minato and Kushina stood behind him, ready to follow.

"This rotten Konoha is no place for me anymore!"

He went into exile at the border and founded Six Paths City. He used his Card System to exchange for God Tree Fruit and built a new order with Natural Energy. When the Five Great Nations joined forces to besiege him, the Nine-Tomoe Rinnegan behind Lin Su's back began to turn slowly. Behind him stood an entire force of Six Paths-level powerhouses.

"My rules are the rules of the shinobi world!"

Years later, the Ōtsutsuki descended, and Kaguya was unsealed. The entire shinobi world teetered on the brink of disaster. Just as the Five Kage were falling into despair, an army wreathed in the divine radiance of the Six Paths appeared out of nowhere. The man at its head calmly gazed at the enemies filling the sky, then spoke to the Allied Shinobi Forces behind him:

"Don't panic. I built this city to kill gods."
