Naruto: I Asked You to Manage Konoha, So How Did Everyone Become a Kage?

Bai Yu transmigrated to the world of Naruto and awakened a God-Tier Manga System. He had planned to keep his head down and grow stronger, hoping to survive the coming Fourth Shinobi World War. He never expected the Third Hokage, Hiruzen Sarutobi, to ask him to become Acting Hokage and temporarily manage Konoha. Since the Third Hokage had always looked after him, Bai Yu reluctantly agreed. But even after becoming Acting Hokage, all he did every day was still draw manga. The only difference was that he now did it in the Hokage’s office. As more and more people read the manga he drew after he became Acting Hokage, he also discovered another ability of the System: anyone who read his manga could gain the abilities shown in it, while he himself received an even greater boost. Gradually, Konoha began to change. Naruto Uzumaki: “What do I need the Nine-Tails’ power for? I’m a Devil Fruit user!” Sasuke Uchiha: “At last, I have the power to take revenge! Take this, Flame Emperor!” Sakura: “I think... I’ve finally caught up with the two of them.” Orochimaru: “Now this is real science.” Obito Uchiha: “So this is what an ideal world looks like. The Infinite Tsukuyomi isn’t the only solution!” When the Third Hokage finally finished his vacation and returned to Konoha, he found that everything had changed. Third Hokage: “I asked you to manage Konoha, and now every villager is Kage-level?”
