In Nanjing in 1928, newspaper reporter Song Yu reported on the suffering of the people and was ordered to investigate by Kuomintang officer Shen Zeyan (deemed "radical"). During the investigation, Shen Zeyan discovered the truth of Song Yu's report and was moved by her justice. Despite having different beliefs, the two still joined forces to expose corrupt officials and protect the people. In the end, Shen Zeyan secretly supported the progressive cause, and Song Yu continued to speak out with her pen.
