In the peaceful urban life, various abnormal phenomena are hidden: random spatial distortions, memetic infections that change other people's thoughts, and people with supernatural powers who manipulate probability. Lu Li, a former criminal police officer, was recruited into a secret organization called the "Abnormal Phenomena Containment Bureau" due to an accidental exposure to these phenomena. He cooperated with Su Mucheng, who has the ability to manipulate probability, to investigate various abnormal events and gradually reveal the truth hidden behind the city.
