A hundred years after the nuclear war, resources are scarce, mutant beasts and thugs are running rampant, human gatherings are divided into independent societies, and technology has regressed to the steam age or even the cold weapon age. "Relics of the Old World" exist, but are dangerous.
The protagonist relies on knowledge beyond the times and an auxiliary system to rebuild industry, agriculture and even national systems from scratch in a wasteland world where civilization has collapsed, using knowledge and technology to reduce the dimensionality of the wild world.
