In 1907, the Qing government prepared to establish a constitution and ordered the establishment of advisory bureaus in each province. In October 1909, the Anhui Provincial Consultative Bureau was formally established. Between 1909 and 1910, the Anhui Consultative Bureau held two annual meetings. After the outbreak of the Revolution of 1911, Zhu Jiabao, the then governor of Anhui, instigated independence. Later it was changed to the Anhui Provincial Provisional Council of Counselors.
