Starting Out as a Low-Level Investigator in the Spirit World

How to say it? In the early stage, the protagonist was too weak, and he kept making troubles. Not that he kept making troubles, but he kept doing some dangerous things. And I don't understand why there are such things as black households. Aren't all regions under the rule of the alliance? It's a gangster, just apply for a new ID card, and the alliance is not a multi-country region like ours, so why are there gangsters? Even if you are not from the alliance area, wouldn't it be enough if you come to the alliance area and bring your ID card? I read a few chapters and still didn't understand it. I met the red-haired man twice. Why did the red-haired man seem to want to kill the protagonist the first time? It seems that I only threatened a few sentences the second time. I think the beginning of your writing is not good. It is better to read other books and write it again. It feels strange.

Are you considering letting the protagonist capture and eat Rouba?
