Very novel. I saw the operation of the state machinery in response to possible changes brought about by "unknowns, systems, and timelines"; I saw that floods are ruthless and people are kind; I saw the protagonist's character background... It is worth continuing to read.
Apart from the official inexplicable understanding of the system, the part about fighting against floods is very well written, but the inexplicable and ingenious confrontation at the end is of no use. It's a bit confusing, but the flaws are not hidden, and it still deserves five stars.
