Author, from your perspective, the protagonist supports Germany. Then we can take advantage of World War I and the Civil War in Tsarist Russia to recover the outer Northeast. If you want to seize Siberia, you need to negotiate with the White Army and support them, or send someone to capture or rescue members of the Russian royal family and then coerce and induce the White Army to cooperate with the protagonist.
