The protagonist Shi Ne is a grassroots cadre of the Border Management Bureau. He is seconded to the General Administration to participate in the reform project of the "Top Leader" project. However, at a critical juncture, the top leader unexpectedly quits, leaving the reform project hanging in the air. Under difficult circumstances, Schne adhered to his original mission and overcame numerous difficulties. With the concerted efforts of everyone, he made a comeback. There are no cheats, no outrageous characters, only truth and sincerity. The first part of the novel is relatively dull, but it starts to show new ideas and high energy from Chapter 19.
