Here, “existence” must be proven and “action” requires a permit. This is a world intricately woven from documents. From breathing to walking, from food and clothing to identity, every movement must pass the test of “having the proper papers.”
The “General Bureau of Document Administration” is the absolute authority of the world. Among the 182 basic documents it issues, gender certificates are the core “identity anchors” for individuals: male and female certificates define basic biological attributes, and anyone aged 18 or older may freely choose to switch, with no surgery required, only an update to the information on their documents. Children under 12 are issued a “Childhood Certificate”; those aged 12 to 18 receive a “Minor Certificate.” Upon reaching adulthood, they automatically gain the right to choose a gender certificate. The more specific “Sissy Certificate” requires a basic gender certificate as a prerequisite. Holders may legally wear clothing associated with the corresponding gender, breaking free of rigid dress restrictions. Even a “Handsome Guy Certificate” requires passing a rigorous assessment: only those who meet the standards for facial proportions, poise, and public recognition can receive the metal badge marked “Appearance Verified.”
Every step of survival is firmly governed by documents. When you go out to use a restroom, a scanner checks your gender certificate and directs you to the appropriate area. Walking requires carrying a “Walking Permit,” which specifies the areas where you are allowed to go; crossing into another district requires applying for a temporary endorsement. Riding a bicycle requires a “Bicycle License,” while riding an electric bike requires a higher-level “Electric Bike Permit.” The level of your documents determines which roads you may travel and how fast you can go.
