A huge criminal organization called "Dark River", which appears to be a multinational enterprise/charity, secretly controls the city's underground transactions (organ trafficking, information black market, new drugs, power and money trading), and has even infiltrated some law enforcement agencies. Their criminal methods are extremely hidden and high-tech, and they are good at exploiting legal loopholes and social rules.
