From 1937 to 1941, the Shanghai Public Settlement and French Concession during the "isolated island" period. The surface is still prosperous, but inside the concession there is a mixture of Chinese and foreign countries. The activities of intelligence agents from various countries (Japan, Britain, France, the United States, the Soviet Union, Chongqing, and the Wang Puppet) are rampant. Assassinations, kidnappings, and intelligence transactions are full of back alleys. The core conflict revolves around an accidentally intercepted list - the "Raven" latent image list (McGuffin). This list reveals potential important targets (code-named "Ravens") who are high-level officials in Chongqing and within international aid organizations that the Japanese military intends to instigate rebellion. Once successful, it will cause a devastating blow to China's war of resistance and international support.
