Yes, except for some typos at the front, the plot is simply lawless. Regardless of their identity, criminals are ordinary people or police officers. They can be killed if they want. There is no such thing as the kind of logic that obviously can kill them to make things easier, but find ways to keep them alive.
I've all watched the bad guy who time travels and becomes the boss. It's the first time I've seen him become a police officer. It's pretty cool.
