Lin Mo shows his colleague Xu Feng a videotape. They discover the date "July 15, 1983" and the words "Qinghe Town Welfare Home" on it, and decide to investigate. At the abandoned welfare home, they meet Old Zhou, a former orphan who now works as the caretaker. He tells them the tape is connected to a fire thirty years ago that killed twelve children, and that the fire was caused by an orphan named "Xiao Yun."
