In the 1970s, Hong Kong was still ruled by Chief Detective Lei Luo. It was known as the darkest period in the city's history.
Chen Jiaming is reborn in that era as an investigator for the Independent Commission Against Corruption. Following the policies of the British Queen, he is tasked with cracking down on all corruption in Hong Kong.
